Campus Rules and Regulations

 

All members of the Vanuatu Institute of Teacher Education community shall conduct themselves in a manner which is supportive of the common good and general well-being of the institution. Institute regulations aim to promote optimum conditions for work and living of students and staff, based on participation in communal activities and respect for all campus residents.

1. Daily routine for campus residents

05:30              Rising; cleaning of buildings and grounds

07:30              Lectures/tutorials commence
12:00-13:30    Lunch
13:30              Afternoon lectures/tutorials recommence
18:30-19:30    Evening supper

Variations to weekly routine:
 --Work parties will be organized on Thursday afternoon and/or as appropriate.
 --Wednesday afternoon from 13:30 to 15:30: sporting activities.
 --Some classes will continue until 12:30 and lunch will be taken later than usual.

2. Attendance

  1. Students who reside on campus are expected to participate in institute functions and maintenance.
  2. Attendance at lectures/tutorials is compulsory. Repeated and unjustified absenteeism will lead to suspension or expulsion from the Institute. Students must acquaint themselves with the rules pertaining in each section of the Institute for attendance requirements.
3. Meals and refectory regulations

  1. Meals are provided for all boarding students from Monday breakfast to Friday lunchtime. Removal of food from the kitchen or dining room, unless authorized, is strictly forbidden for reasons of hygiene. No special dietary needs will be catered for unless on grounds of a medical certificate.
  2. Students remaining in the Institute from Friday dinner to Sunday dinner must sign up before Friday midday for each meal they require. Non-attendance at any meal signed for will incur a charge of 150 vatu.
  3. Day students will have lunch provided in the Institute refectory on weekdays only. Day students may avail themselves of evening meals by purchasing meal tickets in the office by 10:00 on the day with payment of 150 vatu.
  4. Only students on the kitchen duty roster, or specifically authorized, may enter the kitchen. Students involved in institute activities who may miss or need to arrive earlier or later for meals must make appropriate arrangements with the Chief Cook well in advance. Otherwise no meal will be served outside the indicated times.
4. Weekend leave from campus

Students wishing to take overnight leave from the campus at the weekend must sign the leave book in the dining room, providing contact details in case of emergencies.

5. Access to the Institute

During term time no motor vehicles, except those of campus residents or of persons on official business, are allowed on campus. Students coming to the Institute by taxi, bus or private car should ask the driver to leave them at the entrance.

6. Respect for persons and property

  1. No person shall cause harm or injury to any other person through physical or verbal abuse. No person shall damage or deface property belonging to the Institute or to a member of the community including visitors. No person shall remove or attempt to remove property belonging to the Institute without proper permission.
  2. Students should respect the institute environment. Only kitchen staff may remove fruit from the fruit trees for distribution during meals.
7. Cleanliness of the Institute

  1. Students shall maintain cleanliness in their dormitories, respecting rules of hygiene. No pets, animals or birds are allowed in the dormitories.
  2. Students are also responsible for the cleanliness and tidiness of their own classrooms, ablution blocks, the dining room and the institute grounds. They will participate in duty rosters drawn up by representatives of the student body.
8. Institute facilities


  1. The administrative block is out of bounds to students except on official business. Students should not enter any area, including the main office, until invited to do so.
  2. Staff and students wishing to make personal telephone calls should use a phone card and the public telephone. Use of institute telephones for non-official purposes is strictly forbidden.
  3. Smoking is forbidden in institute buildings and functions.
9. Appointments with staff


To make an appointment with the Principal, students must pass through the Secretary. Students and lecturers may meet in classrooms for consultation at appropriate agreed times.

10. Institute vehicles


  1. Institute vehicles may only be used for official purposes and by authorized drivers. Smoking and consumption of food and drink in institute vehicles is forbidden.
  2. Applications for use of vehicle(s) for non-timetabled activities must be made through the Deputy Principal or VASTEP Administrator.
11. Visitors


Students may receive visitors on campus until 18:00. No visitors are allowed in the dormitories or classrooms unless authorized by a member of staff.

12. Privacy of staff residences


Staff members are entitled to privacy within the environment of their residences. Unless invited, students may not enter staff houses or walk through adjacent grounds.

13. Dormitories


Male students or male visitors may not enter women's dormitories and ablution blocks. Female students or female visitors may not enter men's dormitories and ablution blocks.

14. Noise


Unreasonable or excessive noise, interfering with the freedom of other people to work, study, or sleep, shall not be permitted on campus at any time.

15. Independent study

  1. Students need a considerable amount of independent study time. A period is set aside for private study every evening from Monday to Thursday from 19:00 to 20:30. During this time all students must be present in their classrooms.
  2. Students may study in a designated classroom outside class hours until 23:00. No radios or music may be played inside or in proximity to classrooms where independent study is taking place.
16. Appearance and health

All students should demonstrate high standards of cleanliness, appearance and personal hygiene. They should wear appropriate clothing for all institute activities and be neatly dressed, giving a professional image, when attending lectures and tutorials, on visits to schools and on teaching practice. Hair styles should be neat: fancy styles such as rasta or shaved heads are not allowed.

17. Pregnancy or prolonged ill-health

Students who, for reasons of pregnancy or ill-health, are no longer able to fulfill normal conditions of residency and for whose needs the Institute cannot cater, will no longer be able to reside on campus.

18. Alcohol and substance abuse

  1. The consumption of alcohol on the campus is forbidden except for authorized functions or for private consumption by staff in their homes.
  2. Any disruptive behaviour on campus resulting from alcohol or substance abuse will incur serious sanctions.
19. Consumption of kava

The drinking of kava on campus is forbidden unless authorized in accordance with Vanuatu traditions (hospitality to guests and ceremonies).

20. Holidays

Students may not reside on campus during academic calendar holidays. They must vacate the campus after classes on the last day of the term or semester and return in time for classes on the first day of the next term or semester. (Academic calendar holidays include mid-term breaks, Easter and Independence holiday).

21. Disciplinary Committee

  1. A duly-constituted Disciplinary Committee will be informed of any infringement of institute regulations and decide on sanctions. Misdemeanours will incur sanctions on an appropriate scale. These may take the form of a warning, a fine, deprivation of boarding privileges for a specified time, suspension or expulsion from the Institute and diploma course.
  2. A student incurring a disciplinary action may appeal in writing to a duly-constituted Appeal Committee.
